A Call to Establish Khilāfah: The Divine Obligation for Muslim Unity and Justice
Introduction
In the Name of Allah, the Most Merciful, the Most Compassionate.
All praise is due to Allah, the Lord of the Worlds, and peace and blessings upon our beloved Prophet Muhammad ﷺ, the Seal of the Prophets, who laid down for us the divine guidance for governance, justice, and mercy.
Today, the Muslim Ummah finds itself fragmented, oppressed, and weakened, not because Islam lacks strength, but because we, its adherents, have forsaken one of its greatest pillars of unity: the Khilāfah (Caliphate). It is time to awaken from this slumber, to rise above division, and to restore the system of governance that Allah Himself ordained.
The Obligation of Khilāfah
Allah (ﷻ) says:
“And We made them leaders, guiding by Our command, and We inspired them to do good deeds, establish prayer, and give zakah; and they were worshippers of Us alone.”
(Qur’an 21:73)
And He says:
“Obey Allah and obey the Messenger and those in authority among you.”
(Qur’an 4:59)
The Messenger of Allah ﷺ said:
“Whoever dies without having pledged allegiance to a leader dies a death of Jahiliyyah (ignorance).”
(Sahih Muslim)
From these texts, scholars unanimously agreed:
Establishing a Khalīfah is fard (obligatory) upon the Ummah.
Without a central leadership, Islam’s laws cannot be fully implemented, and Muslims become vulnerable to oppression and chaos.
The State of the Muslim Ummah Today
Look around at the condition of over 2 billion Muslims across the globe:
Oppression and Massacres: From Palestine to Kashmir, from Yemen to Syria, Muslim blood flows freely while the world watches in silence.
Division into Nation-States: Artificial borders carved by colonial powers after the fall of the Ottoman Caliphate in 1924 have divided the Ummah into over 50 states, each serving its own interests.
Loss of Shari’ah: Islamic law is rarely implemented in its entirety; secularism dominates, and laws are modeled after colonial rulers.
Economic Slavery: Usury (riba) and Western banking systems have enslaved Muslim economies, causing poverty despite our lands being rich in resources.
Cultural and Ideological Invasion: Islam is portrayed as backward, and Muslims are pressured to abandon their values for Western ideologies.
The Prophet ﷺ warned:
“The nations will soon summon one another to attack you just as diners invite others to share their dish.”
They asked, “Will that be because of our small numbers?”
He replied, “No, you will be numerous, but you will be like the foam of the sea…”
(Sunan Abu Dawood)
This hadith perfectly describes our reality: we are many, but divided and powerless.
The Vision of the Khilāfah
The Khilāfah is not merely a political system; it is the embodiment of divine justice and mercy for all creation. Under Khilāfah:
One Ummah, One Leader: Muslims from Indonesia to Morocco will unite under one Khalīfah.
Shari’ah as Supreme Law: Qur’an and Sunnah will guide every aspect of life—law, economy, education, and foreign policy.
Economic Justice: Zakat will be revived; riba abolished; wealth distributed fairly.
Military Protection: No enemy will dare harm Muslims when they are united.
Dawah to the World: The Khilāfah will invite humanity to Islam through justice, wisdom, and mercy, as did the Prophet ﷺ and his companions.
Historical Precedent: The Golden Age of Islam
When Khilāfah existed, Islam flourished:
Under Abu Bakr, apostasy was crushed and Islam stabilized.
Under Umar ibn al-Khattab, the empire expanded to Persia and Rome, and justice reigned.
The Abbasids turned Baghdad into a center of science and culture.
The Ottomans protected the Ummah for over 400 years, defending Jerusalem, Mecca, and Medina.
After its abolition in 1924, Muslims fell into division, colonization, and humiliation. This is no coincidence—the strength of Islam lies in its unity under Khilāfah.
Why We Must Re-Establish It Now
Religious Obligation: Khilāfah is not optional; it is a command. To ignore it is to disobey Allah.
Global Oppression: The Muslim Ummah is suffering genocide, oppression, and cultural colonization. Only a united leadership can defend us.
Moral Leadership for Humanity: The world is drowning in corruption, inequality, and moral decay. Islam’s justice can guide not just Muslims but all of humanity.
Reviving Muslim Pride: For too long, Muslims have been ashamed of their identity. A Khilāfah would restore dignity and power.
Steps Toward Establishing Khilāfah
Awakening the Ummah:
Educate Muslims about their duty to establish Khilāfah.
Challenge colonial narratives that claim Islam is incompatible with politics.
Unifying Muslim Scholars and Leaders:
Scholars must return to their role as defenders of truth, not servants of rulers.
Encourage political unity across Muslim-majority nations.
Rejecting Nationalism and Sectarianism:
The Qur’an says: “Indeed, this Ummah of yours is one Ummah, and I am your Lord, so worship Me.” (21:92)
Race, nationality, and ethnicity should never divide Muslims.
Grassroots Movements:
Mobilize communities, youth, and intellectuals to demand Islamic governance.
Support organizations calling for Khilāfah.
Building a Just Leadership:
Leadership must be chosen through Shura (consultation) and pledged through Bay’ah (allegiance).
Leaders must be pious, knowledgeable, and capable—not chosen by power or wealth.
The Role of Every Muslim
Educate Yourself: Learn Islamic history, politics, and Shari’ah.
Strengthen Your Iman: A revival requires piety and sincerity.
Speak Out: Call others to reject oppression and demand justice.
Support Islamic Movements: Stand with organizations working to revive Khilāfah.
Pray and Strive: Make dua for unity and work towards it in every lawful way.
A Call to Action
O Muslims!
For a century, we have lived without the leadership Allah commanded. The Ummah bleeds while we remain divided. This is not the way of the Sahabah, nor the path of our righteous forefathers.
Let us raise our voices:
For one Ummah, not 50 divided nations.
For justice and Shari’ah, not corruption and oppression.
For leadership chosen by Allah’s law, not puppets of colonial masters.
The Khilāfah is not a dream; it is a duty.
It is not a fantasy; it is a divine command.
Rise, O Ummah of Muhammad ﷺ, and take your rightful place as leaders of mankind through the mercy of Islam.
“Allah has promised those who believe among you and do righteous deeds that He will surely grant them succession upon the earth just as He granted it to those before them, and that He will surely establish for them their religion which He has chosen for them, and that He will surely substitute for them, after their fear, security...”
(Qur’an 24:55)
